In October 2010 Sofia will become the meeting point for software professionals to discuss topics related to the current challenges software development companies are facing and a variety of possible solutions and opportunities for the future.
Two international conferences will join together this year in Sofia: CEE-SPI and EuroMed SPI, and will be hosted by the ESICenter Bulgaria. Indeed, after three successful conferences - in Krakow, Budapest, and Bucharest - the 4th CEE-SPI, a Kugler Maag CIE conference will be joining together for this edition with the first edition of Euromed SPI, a European Software Institute (ESI) conference in collaboration with Software Engineering Institute (SEI).
The economic crisis is almost over according to certain economists but it has driven many organizational changes. “People only accept change when they are faced with necessity, and only recognize necessity when a crisis is upon them." said Jean Monnet, one of the founders of the European Union. Among other challenges, companies have been increasingly working towards operational excellence, or any other words process improvement. Cost saving is the key word, or better said, cost optimization, “doing more with less”.
In that respect the popularity for Central and Eastern European countries, and some Mediterranean countries, as “low-cost” outsourcing destination has increased thanks to the high level of education and the quality of engineers. However, having first-class software engineers is not the only success factor for a project. The process capability of an organization will also strongly influence the final results. Our “competitors”, in particular India and China, have been implementing programs to improve the quality of their processes for years.
Some other Southern European countries, whose labour costs are not cheap anymore are already moving away from this image and moving towards positioning their country as a synonym for software quality.
To sustain their competitiveness companies of our region need to be moving in towards greater quality branding. Global companies wishing to outsource their development or planning to acquire software are increasingly using maturity models like CMMI®, ISO 15504 (SPICE) or ITMark to assess risks related to their suppliers.
These conferences serve as a forum for companies of the region to report and share their experiences in improving their software process capabilities. It also serves to raise awareness about the need for professional, mature processes as a key competitive weapon.
Contributions should be related to the practical aspects of software process improvement, include real case studies and innovative solutions and should cover the following aspects (non-exhaustive list):
General Issues
Process Improvement of Development, Acquisition and Services
Process Improvement and Business Objectives
Techniques for software product lines
Human factors and Tools
